Abstract: In 1977, the Old City was declared as a historical and architectural reserve and in 2000, including the Palace of Shirvanshahs and Maiden Tower is classified as World Heritage Site by UNESCO. In 2008, in order to preserve historical heritage, the State historical-architectural preserve “Old City” developed status of “General layout about preservation of historical centre in Baku”. The purpose of these rules serves to ensure the preservation of sustainable development by means of conservation and valorization of measures: - сonservative procedures cover all types of measures which are carried out without interference; - valorization measures cover all types of interferences that imply changes of the present situation; - preservation consists in the conservation of town-planning structure and architectural monuments in preserve territory and strengthening the construction of monuments as required.
