Abstract: The problem of the accounting of essential features of collective activity at formalization and development of activity models in complex organizational and technical systems is designated. The method of consistent description of collective activity directed at keeping the peculiar properties of collective activity, such as the coordinated performance of work, the accounting of results of joint activity and operating mode of divisions, subjectivity of officials behavior and uncertainty of clients behavior, control of tasks with an independent order is executed. The reported study was partially supported by RFBR, research project No. 14-07-00338_а, and by Ministry of Education of Russia, project No. 2493 in basic part of the state task No. 2014/123.
