Abstract: The article highlights the issue of the formation of the phoneme theory in Russian studies, which has not yet received a final generally accepted solution. The sound system of any language, as is known, can be determined not only in terms of articulatory and acoustic properties of sounds, but also in a functional aspect. In this aspect, sounds are considered taking into account their correlations in the language system and their meaningful role in speech. The study of sounds according to their function in the process, that is, in the social aspect, is carried out by functional phonetics or phonology. Priority in the development of phonological theory belongs to Russian science. The doctrine of the phoneme originated in Russia in the 70s of the XIX century. Its founder is Professor I. A. Baudouin de Courtenay. This doctrine was continued and further developed by Professor N. R. Krushevsky, Academician L. V. Shcherba and others. By the middle of the 20th century, two phonological schools with different approaches to the definition of the concept of a phoneme had developed in Russia. The sound of speech and the phoneme of a language are two different units of the phonetic system. They cannot be identified with each other, but they cannot be divorced from each other: a different approach to the unit of the language system - from the articulation-acoustic and functional points of view - causes a discrepancy in the volume of the concepts of speech sound and phoneme, but since this approach is related to the same sound system, then there is a direct connection between the sounds of speech by a phoneme - the phoneme as a functional unit is actually embodied, or realized, in the sounds of speech, which are its material expression. The research material can be used as an additional source of information when studying the history and theory of linguistics at the philological faculties of universities.
