Abstract: A cognitive model of the forces of manifestation of the states of the components of the human capital factors of Kazakhstan has been developed. A set of hidden knowledge is extracted when finding semantic solutions to a system of semantic equations obtained by formalizing the states of the components of the factors of wealthy people in Kazakhstan. The initial data are phrases of the meanings of 4 indicators inherent in the wealthy people of the Republic of Kazakhstan [1]. The washout equations contain 4 z-, 4 y-variables introduced into the washout model. Separately modeled parameters (from the C44 matrix) transform a set of correlated new z-variables into a set of uncorrelated new y-variables. The knowledge extracted and justified by numerical data from the constructed phrases of the semantic variables meaning(yj), new meaning(yi), j,i=1,...,4 is constructed. Knowledge is presented in the form of 8=4+4 phrases obeying the Rule of constructing compound sentences. A new meaning was found(y6)= "highly educated rich people of Kazakhstan contribute to the renewal of people's property (with a strength of 0.9967396082), help people acquire new property (with a strength of 0.95002) and little noticeably reduce new implementation of state targeted investment programs (with a strength of (-0.30039 6439)2)." An increase in salaries for state employees is not feasible within the framework of the considered system of indicators. Rich people (from the human capital of the Republic of Kazakhstan) are separated from worries with such meanings.
