Abstract: The article consider the public and social questions of the Azerbaijan science literature in 20-30 years of the twentieth century. On the basis of the arguments of some historians, economists, philosophers, reveals the character and direction of development of the Azerbaijan social thought which with sociological undertones in the context of the development of economic thought. The main object of study is the theoretical reasoning of philosophers, professionals and researchers of various humanitarian spheres including economists, identified socially oriented towards medical research that to some extent during the scientific research applied passive and active surveillance methods, including methods of sociological survey among the population.
