Abstract: A cognitive model of the forces of manifestation of the states of the components of the human capital factors of Kazakhstan has been developed. A set of hidden knowledge is extracted when finding semantic solutions to 2 systems of semantic equations obtained by formalizing the dynamics of the states of the components of human capital factors in Kazakhstan. The initial data are phrases of the meanings of 8 indicators of human capital. The washout equations contain 8 z-, 8 y-variables introduced into the washout model. Separately modeled parameters (from the C88 matrix) transform a set of correlated z-variables, a set of uncorrelated y-variables into each other. Knowledge based on hidden numerical data was obtained from constructed phrases of semantic variables meaning(yj), new meaning(zi), j,i=1,...,8. The formal structure of the extracted knowledge was found and numerical data on the magnitude of the forces of variability of human capital factors manifested in 20 time intervals were modeled. Knowledge is presented in the form of 16=8+8 phrases, obeying 2 Rules of construction of compound, compound, subordinate clauses. A significant factor is the education of a person manifested in different ways. "Professionalism" requires education (manifested with a force of c211=0.30812), competence requires education (manifested with a force of c212=0.30812); an experienced specialist is educated (manifested with the strength of c213=0.32042); a healthy individual (manifested with the strength of c244= 0.99952) is formed in the presence of education (manifested with a lower strength of c214=0.32042)”;an individual secured by property (manifested with a force of c255=1.00002) is formed in the presence of education (manifested with a force of c215=0.32042)”; a person is considered educated among people if he has at least the power of c216=0.22392)”;to increase the wages of public sector workers, it is necessary to have at least education (manifested with a force of c217=0.30812)”in order to increase the level of implementation of government targeted investment programs, it is necessary to have high-quality education (manifested with a force of c218 =0.53662).” Visualization of the dynamics of sets of curves of different numbers of z-,y-variability “weights" confirm their adequacy to the desired.
