Abstract: the object of the research in the article is the analysis of the justified efforts of the heads of the regions of the North Caucasian and Southern Federal Districts for the period up to 2035 for the successful implementation of their plans for effective socio-economic development carried out in relation to the regions of the North Caucasian and Southern Federal Districts. The subject of the research are the elements of the above program, which, conflicting with regional specifics, hinder the achievement of the goals set in government documents. The time frame of the study is from 2018 to 2035. The main goal of the study, therefore, is to form an understanding of how the regional characteristics of the North Caucasian republics should be taken into account when formulating federal policy aimed at the socio-economic development of the regions. In order to achieve this goal, it is necessary to solve a number of problems, namely: a) analyze the State Program “Development of the North Caucasus Federal District”, identify the main goals and methods for achieving the set goals; b) analyze the State Program “Development of the Southern Federal District”, identify the main goals and methods for achieving the set goals; c) identify specific features of regions that prevent them from achieving their goals; c) propose specific ways of including regional specifics in the federal policy model in the North Caucasus and Southern Federal Districts.
