Abstract: In this article, the authors analyzed the market conditions in the Southern and North Caucasian Federal Districts and confirmed a significant footwear shortage, justifying the feasibility of forming a cluster within priority development areas ( PDAs ) based on footwear companies in the Southern and North Caucasian Federal Districts. Furthermore, they were able to develop a complete product range that would meet the needs of consumers in these regions, justifying its demand and competitiveness through the development of innovative technological processes using a quality management system to ensure quality control. Furthermore, by ensuring effective operation, company managers would significantly improve the socio- economic situation in these regions, providing regional entities with the budgetary funds they so desperately need to provide residents with decent living conditions and address their social needs.
