Abstract: The article analyzes the justified efforts of regional leaders in the North Caucasus and Southern Federal Districts through 2035 to implement socio-economic development in relation to the regions of the Russian Federation. The subject of the study is elements of the above-mentioned program that, by contradicting regional specifics, hinder the achievement of the goals set in government documents. The time frame of the study is from 2018 to 2035. The main goal of the study, therefore, is to develop an understanding of how the regional characteristics of the North Caucasus republics should be taken into account when formulating federal policy aimed at the socio- economic development of the regions. In order to achieve this goal, it is necessary to solve a number of problems, namely: a) analyze the State Program “Development of the North Caucasus Federal District”, identify the main goals and methods for achieving the set goals; b) analyze the State Program “Development of the Southern Federal District”, identify the main goals and methods for achieving the set goals; c) identify the specific characteristics of regions that prevent them from achieving their goals; d) propose specific ways to include regional specifics in the federal policy model in the North Caucasus and Southern Federal Districts.
