Abstract: In this article, the authors analyzed the market conditions in the Southern and North Caucasian Federal Districts and confirmed a significant footwear shortage, justifying the feasibility of forming a cluster within priority development areas (PDAs) based on footwear companies in the Southern and North Caucasian Federal Districts. Furthermore, they were able to develop a comprehensive product range that would meet the needs of consumers in these regions, justifying its demand and competitiveness through the development of innovative technological processes using a quality management system to ensure quality control. Furthermore, by ensuring effective operation, company managers would significantly improve the socioeconomic situation in these regions, providing regional entities with the budgetary funds they so desperately need to provide residents with decent living conditions and address their social needs.
